Avon, Gloucestershire and Wiltshire SHA - Assurance of NHS Reconfiguration

Client challenge

In order to meet Government requirements and deliver a new NHS that is more responsive for NHS patients, the shape and number of NHS organisations across the country has to change.  The client was consulting on whether to reduce the number of PCTs from 7 to 3 and also on whether to have one or two SHAs.  They required Article 13 to analyse the responses to the public consultation to assure the process and ensure transparency.


What did we do?

The client held a consultation to gather the views of NHS staff, key stakeholders in the communities they serve and the public.  They held 143 face-to-face meetings with a range of groups including MPs, Patient Forums, Councils and Trade Unions with over 1500 people attending.  154 letters and e-mails were received from a similarly wide range of groups and the general public.  Over 7500 Consultation Documents were sent out and 12 Drop In sessions were held for members of the public.

We divided the responses between two principal groups: stakeholder groups and the public and individual responses.  To analyse the data we employed quantitative, qualitative and content analysis.  We liaised closely with the client under tight time constraints to ensure clarity and consistency in the analysis of data.

Article 13 produced a report that enabled the client to have a clear and thorough understanding of the feedback received in the consultation period.  The report was used by the Secretary of State to make the final decision on the future of the number of SHAs and PCTs in the Avon, Gloucestershire and Wiltshire area.


How did we break the cycle?

Article 13 analysed very complex material, weighted it and gave the client an easy tool to make decisions with.  We also helped the SHA demonstrate governance and assurance, bringing the consultation to life.
