Despite all the rhetoric of joined up working and community empowerment, little progress seems to have been made on the ground in tackling the issue of neighbourhood disadvantage.  The lack of progress is not suprising in the absence of a systematic theory of neighbourhood change to guide practice - you can't really have joined-up thinking without a unified theory.  This paper is a stab at establishing the theoretical underpinnings of a more cohesive and coherent approach to neighbourhood renewal.
