London Sustainable Development Commission - Challenge London: mapping routes to market for engagement
Client challenge
The Mayor set up the London Sustainable Development Commission (LSDC) to promote sustainable development in London and to advise on the sustainable nature of London wide strategies.
The LSDC had a requirement for a consultancy to help research and map existing routes to market for engaging with business, voluntary and community, and local government sectors across London. The outputs of this project would help to provide the strategy, as well as the core evidence and database to deliver to a strategic (yet practical and dynamic) approach to sustainable development in London. This work was part of the ongoing Sustainability Challenge London Programme (SCLP).
What did we do?
Article 13 began by building on and augmenting the LSDC’s existing list of ‘routes to market’ and ‘engagement mechanisms’ using its own networks and existing contacts in the specified sectors of business, voluntary and community, and local government. This stage combined highly participative stakeholder insight research (e.g. face-to-face meetings and telephone interviews) with web- and desk-based research. Results uncovered a large database of organisations, events and websites.
Once identified, a senior consultant/experienced researcher from Article 13 sorted and classified the routes to market and engagement mechanisms. The data was also rated for fit with the programme aims and future usefulness.
Having completed the database and evidence base, themes were abstracted to make recommendations on optimising the stakeholder engagement and communications strategy for Challenge London, including existing mechanisms and which are rated highest in terms of fit, synergies, sector suitability, suitability for pilots, inclusion in the Challenge London Network and identification of gaps where they existed.
Given very tight time constraints, Article 13 took a highly-focused approach to this project, maintaining regular client contact and a degree of flexibility in the project plan to allow for mid-project fine tuning as opportunities/findings arose that could influence or increase the project’s effectiveness.

Article 13’s comprehensive database and recommendations are proving to be an invaluable resource in disseminating learnings, developing an appropriate engagement strategy and forming a platform for the development of a Challenge London Network.
